subset of community paying for improvements

Someone sent a message to this listserv pretty recently, describing how your community has a fairly well established process allowing members who can afford it, and wish to do so, to put money into a kitty for some kind of community improvement without needing to raise everyone's dues.

I seem to recall that whatever was donated in excess of immediate needs went into a longer-term kitty and that some kind of (informal?) committee decided what to spend it on, and everyone in the community is fine with this arrangement.

I've looked in the archives but haven't found it - it probably had a subject header only tangentially related to it, as it was a one-up topic that appeared in only one message.
