This is a great story about a green initiative, started in California, Berkeley, of course, and being copied by entrepreneurs into Boulder, CO. Quick Summary: The city finances the cost of adding solar panels to the home and pays the costs from a public muni-bond which is prorated to the respective properties and added to the annual tax bill for 20 years. CA state legislature, reportedly, has passed enabling legislatioin for every CA municipality to do likewise. http://www.grist.org/article/2009-05-08-berkeley-solar-financing I think cohousing advocates could push for every state legislature to copy the model.
