We use GoogleSites and it works pretty good. It's pretty user-friendly and most of our members have been able to figure it out and use it on a regular basis. We used to store documents on our google groups too, but there wasn't a way to organize it. Sites is basically like a website and you can upload documents to it. A great feature of it is that anyone can edit it and is records when someone does this. You can also pull up any past iterations too in case someone edits and you want to refer to an old copy. We have a 'page' for each of our teams often will multiple subpages each. Good luck!
