In our case, cohousing was an easy fit in the county's multifamily zone. We
had 7 acres on a creek, so the County wanted a buffer zone along the creek,
and we did too. The parking requirements (2 spaces/unit) were consistent
with our needs. The required screening from the neighbors was fine. Of
course zoning ordinances differ, but they are pretty much the same.

What were the issues that caused your county officials to suggest a
cohousing overlay district? For example, this could make sense if you want
to do cohousing in a single family zone.

The Suncoast Elder Cohousing Community has found the Sarasota County,
Florida zoning officials to be encouraging and cooperative.  There's a
sincere atmosphere of wanting cohousing to happen here.  It was suggested
that we proceed by adding a cohousing overlay to current zoning regulations.
The thought is that if certain concessions were made by the County in order
to facilitate cohousing, those exceptions or additions would apply only to
the cohousing overlay district and would not effect other zoning districts.
I have been asked to research existing overlays for cohousing.  Has any
other community used a cohousing overlay?  I'd appreciate your sharing your
experience and regulation to use in our collaborative effort with Sarasota
