Bringing up issues regarding problematic people

I think there is a basic problem that keeps people from bringing up the matter of difficult people in a forum such as that: Said persons might be on this list serve, and if you talk about them they might make your life way
less than pleasant...

I'd very much like to hear ideas that would help circumventing this problem, since being able to discuss difficult personalities/behaviors and brainstorm solutions (or if not solutions, at least possible strategies/actions) could be most helpful, because I rather doubt that there are many communities that don't struggle with "neighbor(s) from hell". And, in my experience, most communities, residential or otherwise, have a hugely difficult time figuring out
*as communities* what to do about it.

Several years ago our small community experience the "Neighbor from

first cohousing community this person lived in, had given us a heads
up. Fair housing laws must be followed but there is nothing stopping
