An 'honor system' requires that all the players be honorable.

I believe it is a better idea to build in consequences at the time an
agreement is adopted, because when things start to fall apart, it's already
too late,,,,the damage has been done.   Do the heavy lifting early on.
Consequences may or may not prove to be preventative.  But at least they
will be in place, if needed.  Then, all ll that is required is the will to
enforce them.  Easier said than done, but still a good idea.
