I think you have to build in rewards and consequences. Try to motivate
people to do right with rewards first, and resort to consequences when
people do wrong regardless. Then be ready to change things as needed
over time.

Even good people slip up now and then, so you have to still treat them
like your neighbor. Somehow all sides of any dispute must learn to do
that with each other.
