A snapshot approach to evaluating participation overlooks the
likelihood of varying participation of individuals over THEIR
life cycle.

For example, families with young children or job stresses or their phd
thesis deadline looming are likely to participate less. But those
situations dont last forever (tho they may seems like the do at the
time).  Some of these people will be more involved when life permits.

Quota systems have a hard time dealing with such complications.
Imagine a quota (for work say) and accounting system needed to
implement a LIFETIME quota system.
