Here's a link to the 'Housing' portion of the Burlington (Vermont)
Municipal Development Plan that specifically calls out cohousing and
cooperatives:

I believe this document gave some impetus to the City's partnership with
the then long-established but still landless Burlington Cohousing group (in
the early 2000's) that was integral to making this community happen.
