Hello Christian -- You have many, many things going on in this one development. There are lots of unanswered questions in your description. Your description has the flavor of a community land trust. Is this what you're trying to accomplish? Many "answers" will be dictated by the municipality in which your land development resides. Where is this development by the way? I am not a lawyer but there are lawyers on this list who can advise you better than I can. At the very least I would say you need a seriously good real estate lawyer.
