Our community wants to allow dogs to roam free but we are concerned about liability. We researched options by speaking to our insurance rep and attorney. We were told that since there is a city ordnance here that requires dogs to be leashed, the community is responsible for actively enforcing it. Failure to enforce the ordinance is a reason for them to cancel our community's policy. They consider off leash dogs a safety risk that they are not willing to cover.
