Well, maybe, but it doesn't HAVE to be that way. Once the group understands 
the procedure, all it takes is for the speaker to make a sign and for a 
CLEAR majority (no count of hands; the speaker stops if there is not one). 
It's the WAY howcha do it!

The important thing is to emphasize brevity and to provide a face-saving way 
of moving on without lapsing into oratory. Each group can work out its own 
version.

The idea is to allow for dominance-shifting and to take the pressure off the 
polite to riot to stop the blather, and to reduce the facilitator's role to 
one of a memory-jogger.
