Well, maybe, but it doesn't HAVE to be that way. Once the group understands the procedure, all it takes is for the speaker to make a sign and for a CLEAR majority (no count of hands; the speaker stops if there is not one). It's the WAY howcha do it!

The important thing is to emphasize brevity and to provide a face-saving way of moving on without lapsing into oratory. Each group can work out its own version.

The idea is to allow for dominance-shifting and to take the pressure off the polite to riot to stop the blather, and to reduce the facilitator's role to one of a memory-jogger.

I agree on the problem of facilitocracies in many consensus decision-making groups. But this stopping for permission would break the flow of the round and would take an incredible amount of time. The speaker would probably be done by the time the group discussed and decided this.

Better that each person have a sense of the room themselves and how long each person can speak and still hold a meeting or have time to make a decision.
