From a friend who does systems research: In studies of ant colonies the researches noticed one group of ants off the side that never did any work. All the other ants were busy all day but that group did nothing. They decided to remove the group to see what would happen. The ants were immediately replaced with other ants that did nothing. Their hypothesis is that they are there in case of emergencies. If there is an expected event they are available. That's one way to view of people who don't participate.
