(I should write more on it obviously.) Be careful what you take out of bylaws. They are purposely hard to change. People signed onto those agreements. They set the conditions that control the property. A simple phrase like "shall be maintained in first class quality" and another phrase that goes something like all amenities will be preserved or better, has been very useful when people wanted to get rid of something (demolition by neglect) or "not spend the money." The consensus process may not need to be in the bylaws in detail but if the definition of consent isn't then the whole foundation of the community can be changed.
