Frankly, the issue about any problematic dog barking is a matter of
effective (non-punitive) and adequate training/education of the dog (and
sometimes the owner). In my opinion the responsibility for correcting a
barking problem therefore lies with the owner, but it would be helpful to
have support from community members.
