Chris, the questions you are asking are on the order of “What was your 
strategic plan for establishing the United States of America?” 

The plan for most communities to define a sort of goal, and then follow the 
possibilities for achieving it. And changing a million times in the middle.

Reading this list and reading the archives will be the best education you can 
get with the exception of actually forming a community.
