Expensive housing is an explicit goal of government planning.

Should read "is" instead of "can be", as subsidy is one policy choice
among many.  Other possible policy choices including repealing zoning
which mandates minimum feature levels, so that a less expensively
built house is legal.  For instance, when the factory-built Katrina
cottages were being offered I saw one particularly nice model for
$45,000, which was certified LEED something and was adorable.
