Cohousing-L Mailing List: Emergency call system?

Hey all,

Before I spend more time on this, has anyone out there set up a system
where community members can call a number and have it ring a bunch of
phones for emergencies?

(No, Google Voice won't work because it doesn't ring Project Fi phones, but
if there's another service that does what Voice does i want to know.  Yes,
there are a bunch of other services, I'm through several of them and not
getting much of anywhere.  Yes, I could do this via an email list and SMS
people, i want actual phone calls.)
