Fewer people that they must provide services to (police, fire, water etc.) - lower cost." Politically, what matters is whether people believe the above, not whether it is true. On the other hand, some would say this is a myth, for example, see https://www.strongtowns.org/ . Humans have been urbanizing for millenia, and certainly one reason is that infrastructure and public services are provided more efficiently -- at less cost per person -- in denser development.
