We do have policies and agreements, but the only thing we enforce is payment of HOA dues. Everything else is completely voluntary. About a year ago we adopted what we call a Perceived Broken Agreement policy - if you think someone is breaking one of our agreements/policies, you go through a process that starts with making sure they really are breaking an agreement, then approaching them, then if necessary taking it to a plenary meeting to ask the community to do something. I wonder what we will do if something should be brought to the plenary under this policy. Given that we have never ding-ed anyone about inadequate participation in governance or workshare, I assume those would not be the subject of such an action.
