I have asked this before but we are writing an enforcement policy. Does your 
community levy fines for noncompliance with declarations or agreements as high 
as $1000 for nonparticipation on committees? not attending community meetings? 

How do you hold tour neighbors accountable?

We’re encouraging residents to snitch on their neighbors.
