Joel,
As has been said fist decisions is to decide what the HOA will be responsible 
for and assign costs to those items. Here at Nonad and a number of other 
communities dues are divided in several ways. One set divided equally for all 
homes, another set divided by square footage (insurance, exterior repairs) and 
another set by number of people in the home (utilities).
