These are mostly tough questions and I don't really know what to say about
all but one other than to say that small things like this do simmer with
people and do need to be addressed. The only one I can address is the dog
off leash item. This is one of those rules put in place where it is always
a one size fits all rule and is almost always a bad rule to apply to
everyone. Not all dogs need to be leashed, a well trained dog never needs
one. Some dogs require a lot of exercise that is impossible with a leash.
Any hunting or herding dog breed needs amazing amounts of exercise to stay
healthy, depending on their life stage. Basically, this applies to all
working dog breeds. Many small dogs are working breeds, so don't judge by
size (poodles and rat terriers, for instance, and my favorite is the
daschund, bred to hunt badgers and other den animals). If the dog causes an
issue, that is on the owner. If it doesn't, allow off leash for trained
dogs.

As for dog poop, if you know the perps, look at their age and their
physical abilities first. People of a certain age grew up never picking up
dog poop. It just wasn't done. I went to Monaco in the late 1970s, rich
people living mostly in apartments. The sidewalks were literally covered in
dog poop, impossible not to step in. Then, there are older folks who
physically can't pick it up and please don't tell them to get rid of their
dog because, if they are alone, it might be the only thing keeping them
alive and it is often the only reason they go outside at all, even if they
are not alone. And the dog needs them as much as they need their dog. Such
a win-win thing for mental and physical health.
