Here at Cantine's Island, Saugerties, NY, we just had a membership
committee meeting yesterday around a house sale with a brief discussion of
right of first refusal that the HOA has had since founding.  We agreed that
this was financially extremely unlikely, given the price of housing now.
It would be difficult for the community to get a loan to buy the house up
for sale, and not very plausible that any one person would feel capable of
doing that.
