Sue Donaldson is expressing what many others are concerned about, a
combination of global warming, resource depletion, consequences of the
human over-exploitation of the earth and dependence on technologies that
cannot be produced locally.
Have you heard of Transition towns?   Starting in England in 2007, it is a
movement to encourage communities to take steps to localize their food
production, and energy use.  All groups are self organized.

Hooking up with those groups seems a reasonable next step.
Sort of related was an educational presentation how the natural gas network
is organized under our streets. If many homes on a block go solar and
electric only, the remaining gas customers are going to have higher bills
for the same gas  I would think.
Does Village Hill  have natural gas for stoves in their kitchens, like here
in Minneapolis?  There are probably blocks of homes, or areas on the edge
of a town which are " dead ends" of the gas pipes.  If the inhabitants in
those "cul-de-sacs" organized to ALL go electric, they could request
closure of the pipes to their area.  Never worry about gas explosions again!
