We did in the SF Bay Area with a company called EV Match. I found the grant through the BAAQMD and told them, and they worked out the program. You likely know this, but out of curiosity I did a quick search in your area and there are organizations that appear to have grant opportunities for HOAs. I googled colorado springs ev grants hoa and got some info that looked like a starting place. We ended up needing to get funds from participants to fund the rest of the program, so residents bought in with a one time fee of about 2k for the remainder. We got just enough chargers to cover our garage, so they are shared.
