One reason for the town planning board to limit open age housing is schools. They don’t want to have to build more schools. They like elders because they put fewer stresses on the community. No gang activity. No bar room brawls. No foster care & less social services— not sure this last one is true but my office once shared a building with social service agencies and the building was overrun with children. The restriction of 55+ means you are “not encouraging” the age group on either side of 21 which commits the most crime.
