hi Karen,

I'm the author of Mosaic, a free web application for communities. Mosaic 
currently has a request system for teams/committees. It's pretty simple but 
could easily be expanded to track progress however you like. I'd be happy to 
work with you to design it to your requirements. Mosaic also does a lot more 
than this but you can configure it to use as much or as little as you want.
