Judy asked about commercial kitchen regulations.

Obviously this is a local concern. Might want to spend an afternoon 
with the local regulatory folks and ask some questions like, what 
distinguishes a commercial kitchen from a residential one. Sit down 
with a committee and figure out a list of questions to ask.   If you do 
this in person you might get better information than over the phone.  
You also build a relationship which can be useful for future endeavors.
