Cohousing-L Mailing List: Membership

After a year of work,the Charlottesville Cohousing Association in
Charlottesville, VA is coming close to finding a site!  We have a
question about membership.  How do other groups handle the situations
where one adult of a household is a member and other adults are not -
spouse, elderly parents, adult children returning home, etc.?  We
tried to come up with an elaborate guest policy but nothing seems
like it satisfies the question of financial and work participation if
too many households have only one actual pariticpating member.
