membership question

Hi, We CoHo (developing in Corvallis Oregon) are working on our 
membership documents.  We have some questions. We do not expect many 
renters but at some time do hope to be able to support some rental 
units to assist folks with out the funds to become part of our 
community. Hence the following thoughts. We have been considering 
having 2 levels of decisions - Class 1 would be money, bylaws and 
contracts. This would be done with just the owner/members. Class 2 
would be other decisions, mostly around functioning of the community - 
what celebrations, dealing with conflict etc. This would be discussed 
with the whole community - Associate members and owner/members. 
Two ideas are coming out of this: 
1. The people that are part of the community, renters, long term 
visitors, folks active but not living in CoHo are an active part of the 
community and need to be an integrated part. 
2. It is too complicated having these levels. The complication will 
make it harder to get things done and problems resolved. 
Do you have any thoughts about this? 

A second concern that is up...
We are hoping to get some Federal low income and need to be aware of 
fair housing laws.  At this time we have set it up that new people will 
only become members with concensus from the members of the community.
How have other groups deal witht his issue.  If you don't use a 
concensus model for accepting new members, what is your process.
