We just put down a very large "area rug" (it's heavy-wear carpet) in our common house and it is fantastic for noise reduction. Chair scraping, walking and running, and voices are all muted. Much more manageable. Kid noise has also gone down at dinner on the few occasions that we have had some book-reading for them before dinner. We've never practiced that strategy on adults ;) but it might work with them too!
