Hi - When I lived in Eno Commons in Durham, NC, the group came up with a fence policy designed to support a continuum of public to private spaces from the pedestrian path side of each unit (the front) to the yard side of each unit (the back). Eno Commons is a mix of single family houses and paired townhomes, each with an 8-foot front yard on the pedway and a deeper back yard. To the best of my recollection (Robert, help me out here!), the policy was that any front yard fences needed to be 2-3 feet or shorter. Back yard fences could be as high as 6 feet, but could not be palisade style fence - all fencing had to be see-through, but not chain link. Almost no one has a fence - when I moved out there was just one entirely enclosed back yard.
