I'm not sure if my community has a policy but my family put up a temporary
fence, about three feet high and see-through, around our backyard and front
porch when our baby started to walk. For mothers of very young children I
consider such a fence a necessity, at least temporarily. It allows me to
tend to stuff in the kitchen while my kids get some fresh air -- giving us
both greater freedom. Something to consider when making policy.
