Perhaps the social scientists on this list can create a chart with variables (i.e. size of community, location (urban/suburban/rural, general ratio, ... etc) and voluntary participation. Although each of our communities is unique, I suspect there are some overarching themes that would help us understand this issue. If there is a correlation between some variable and voluntary participation, then the wise ones on this list can tailor their response to that community.
