I think the reason is more likely to be that actually submitting a document takes more steps that most people on the list are willing to do. Plus giving someone the right to include a document in a library is very different than providing a link to one. Who has authority to give authority, etc.?

Building such a library requires an effort on someone's part to contact a person "in authority" in each community, get a current copy of the policy, and actually put into the wiki. Very few people know how to negotiate a wiki.

A wiki makes this more possible than before but it's still a big job and may not be the kind of job that is attractive to the same people who read email lists.
