During construction I recommend creating a site team or some other small and
savvy group and give them explicit fast decision  making powers when needed.
So if the plumber comes in and tells you they need to change out the
wankidoodle to either a framboodle or a turkideally and it has to happen
today there is somebody to review it and make the decision for the group.
The best people for this team are those who know how to ask good questions
and having some background in building trades is of course a huge bonus. 

Other stuff can be handled quickly by a board of directors, or a team given
specific decision authority. During the construction of our commonhouse we
had the EBC, the Emergency Bulls**t Committee which was comprised of three
construction savvy members who had the authority to make decisions on site
in the moment. Sometimes they simply called an onsite meeting for 6pm and
whomever was on site at that time got to have their say in the decision.
Having a phone tree helps if you want as many people as possible involved. 

Once you move in, emergencies decisions are usually rare, but in general the
board should be given authority to act on behalf of the group. And of
course, it is often a good idea delegate decision making to teams so for
example, the landscape team meeting is taken up with what to plant in the
community garden and not the monthly large group meeting.
