In Mosaic Commons, we do this because we were required to. 25% of our homes are "affordable housing" through our state's department of housing. As part of the (many! complicated!) negotiations that went into the final agreement about this, we agreed that belonging to the HOA was required for all residents, but that belonging to the "cohousing group" was optional for affordable home-buyers.

The other reasons is because part of our agreed on vision includes sliding scale fees. For various legal reasons, we could not have the base HOA fees be variable -- they are permanently tied to home square footages. Our cohousing dues, on the other hand, are on a sliding scale, so at least SOME of our expense structure can follow our original vision, even though not all of it does.
