For people who enjoy visioning and creating, getting in on the early stages of a project allows them to participate in the many decisions that shape both the community and its processes, and the physical project. The process of making all those decisions and taking the risks helps bond the early joiners in a way that later joiners will have to work hard to replicate. People with financial limitations, or physical limitations who participate early on will have an easier time motivating their communities to make the decisions that allow those with limitations of one sort or another to join the community in its built form and participate fully. On the other hand, for those who do not enjoy details or are not in a position to risk the time and money needed to get a community up and running, joining later on allows them to live in community with a smaller time and money "price tag".
