And even put in writing with the help of a realtor or lawyer how this plan 
would work. The PFAC would probably want to see this too. You can't judge the 
mortgage worthiness of an interested household without this. Many communities 
have found themselves ready to go to contract with one or more households not 
able to qualify for a mortgage.

Pre-qualification is important and will strengthen your proposal to the owner 
and application to the PFAC.
