Do look up your regulations. In DC, hot tubs are classified as public pools. I 
suspect they are elsewhere too.

People are usually more familiar with those regulations so you can pretty much 
predict what they will be -- trained supervision, certain chemical balances, 
certain signage, security.

Not impossible but not easy to fulfill.
