There is a related model for developing cohousing in existing housing
over time.  It's called Neighborhood Cohousing tho the older more
established term is "Retrofit cohousing"  (a term that is confusing
but it's still the established term - it is essentially
"converted-over-time"). See for example:

The premier retrofit cohousing example, N Street Cohousing in Davis,
California where Kevin lives and is a prime mover has a variety of
ownership arrangments including rental.

Fred who is part of Bassett Creek Cohousing which is working to develop
     (new built) cohousing in a low income, racially mixed neighborhood.
     Yesterday 118 bicyclists on a Sierra Club urban ride stopped at our
     site and listened to to a short presentation.
