We have teams that have areas of responsibility (i.e. grounds, advertising,
health and safety, social activities). Each team get an annual budget and
the authority to spend it on their activities. Sometimes a large ticket
item (i.e. new tractor) will go to the whole community for OK, but most
money is allotted to and spent by teams. Receipts, required, of course.
