I understand this, with one remaining question:  Can an owner rent to a 
non-owner who would live in the unit?  (like a roommate situation)

Someone who doesn’t live in the community.

If the person is living there, they aren’t absent. We recently had a case of 
person who had already rented for 3 years and wanted to take a “roommate”. The 
person lives in town but is clearly not living in the unit so the renter 
couldn’t be a roommate. We would very much like to have the owner back, but not 
with an untruthful situation. We also had had two residents who had rented for 
3 years and were unable to move back in. They paid their condo fees for a year 
as the units remained empty until they could sell or move back in.

We don’t pay a lot of attention to roommate situations. Many residents have had 
roommates for a few months or a few years. Sometimes they participate in the 
community and sometimes not.
