Sure, I get that. But we have two homes *owned* by non-participating families.
Perhaps a policy that renters must attend two common meals and get the
info on cohousing, or criteria the same as you do for sales?

Families with children are unlikely to benefit from a room to rent, or
even two. But they might benefit from a whole house rental.
