At Milagro our policy is that no more than 4 out of 28 units may be rented at 
any time, and we have kept to that. I don’t think we have a time limit on how 
many years an absentee owner can rent, but this has never caused problems. We 
have a rule that rentals must not be less than 1 year, which discourages 
homeowners from running an AirB&B business or similar.

In addition, 8 units have small but rentable detached ‘casitas’ and several of 
these are rented out by resident homeowners. On balance, I’d say that the 
majority of tenants have been assets to the community, and some have 
participated much more than some homeowners! And we have had more of a 
diversity spread among the tenants than the homeowners, who tend to be white, 
retired and well-off. 

Tenants here can use all community facilities and can do everything a homeowner 
can do, except be counted in a quorum for consensus decision-making.
