At Cornerstone, we have a shared, paid Zoom account, and that account's
"Personal Meeting Room" is set so the meeting is _always_ active and people
can join without a host present.  Many committee and small-group meetings
take place there without a Zoom host.  The meeting number and passcode for
that Zoom "room" are well known and often listed in meeting announcements.
A few people also have the "host key" (so they can claim host if needed,
appoint co-hosts, etc) and/or the Zoom account's login information (so they
can change settings).

It works quite well for us, and costs around $150 per year.
