In New York a group called NYC Mesh [1] does something similar to this. The idea is that internet is shared home-to-home wirelessly and the community maintains the infrastructure (with guidance from the more technically minded members). I've tried to generate interest for something similar in Atlanta several times, but haven't found any. Density, or less density but longer lines of sight, also helps here. In a co-housing community a similar network would likely be even easier and could be wired or wireless depending on what types of housing the community has and its density.
