Consent is defined as "no objections.” He at least passively consented. And he honored the policy when people were around. He would be seen taking the dog up the indoor stairs of the common house to the third floor occasionally. At a later time, he asked for permission to do something that was not standard. Some members' reasoning suggested that he not be allowed to do that because he had not respected other policies. Ironically, he had suggested extending a rental. He had already been living elsewhere for 3 years. I think everyone truly wanted him in the community but wanted him to follow the policies. All has been well since he returned without a dog.
