Has the landscape team considered smothering the lawn with a thick layer (at least 6”) wood chips and planting the area once the chips decompose? If you start with a layer of compost or add compost to the planting holes that’s good too. We turned a portion of our lawn into meadow this way at Daybreak Cohousing in Portland OR
